Louella, were either one or both of your parents born in Hong Kong? If so, you may be able to still get an HK ID Card, but without permanent residency.

Both my parents were born in Hong Kong, so last year, we went to HK and my brother and I applied for a HK Permanent Residence ID Card, but our applications were both rejected mainly because:

a. We have never lived in Hong Kong. (except for vacations)
b. Both my parents immigrated to Canada 20 years ago

But, in the letter that was returned from the Immigration Department, they told us we could still get a HK ID Card. I'm not sure what the differences are, but the card contains the lowest amount of stars. (HK ID Cards have a star system)
